The rules state that there must be three clues for each horse in a steal.
What if the horse being stolen has a foal?
Do clues need to be in the steal for the foal also, or would it be assumed they’re a package deal?

They aren't a package deal, so you'd need three separate clues for the foal and the foal would could as the second horse in your steal.
